Most of the teens I know, including myself, suffer from the same problem. So don’t worry because it’s perfectly normal. :) I suggest you refer to this post of mine for your daily skin care routine. As for the best make up base, refer to these tips:

A regular moisturizer is not an option if your skin is oily. So how can you protect your skin you ask? Use a matte finish sunblock. This will give you a matte base that will prevent your make up from sliding off. Matte sunblocks can be purchased from your local department stores.

Make Up primer IS KEY. Before putting on your foundation, concealer or BB cream, apply a good make up primer first. Apply as much as you need. Using this will keep your make up last the whole day.
If you have oily skin, your eyelids are probably about 50% oilier than the rest of the areas of your face. That explains why your eyeshadow won’t last for a long period of time. Using an Eyelid primer before applying any eyeshadow or eyeliner will help it last longer and make the colors more vivid.

Cream Concealers are your best bet for a long lasting cover up. Cream concealers have a dryer formula than liquid ones so it’s best for oily skin.

Translucent powder is also an important note. Apply this over your base to seal in all the products you’ve applied. Since it’s translucent, it’s also the most natural way to matte your face.

If your face feels oily during the day, don’t just slap on powder because this will make your face super cakey. Be sure to use oil blotting sheets first and then freely apply your powder again.
